Why after improve Neo rifle, the damage is still 9 damage?And i saw someone's neo rifle with blue covering it, what's the matter?
I think that might have been a skin for the neo rifle and if you repair your neo rifle it should be 10 damage if not then tell me.

I hate to sound all new to this and asking a question on someone else's post but i've been searching all over the place for where to improve my Neo Rifle. Mind me asking where i can improve it?
House 29 in Southridge, I believe.
All the guns will always have the default damage for NPC's, such as craps, angry noob, holiday npcs etc.
