Yeah, anyone can make a player shop if they put effort and dedication into it
If you meant it like: Can a graphics admin make me a player shop (aka tiles)
Fortunantly, yes. But graphics admins aren't in charge of that, the levels team is.

If they agree to make a shop with you it's fine.
Don't think graphics staff gonna work on a player contests if they allready have alot of tasks to do.
