Sadly, they are, but the difference is so minimal that it might a look as if they're not. Race alongside someone that doesnt have them and you'll see

After measuring up stats at the gym, from the times I got from the speed test, I have concluded that the speed of the skates and VIP Speed boost it the same (From the times I got). I still have to test the time without it Speed boost

As previously stated, it does. Every new V.I.P item; the boosts/special "perks" of it are stated in the news. (I believe.)
And the Roller Skates are a little bit quicker.
