As of October 1st, 2017, the September 2017 VIP item has not been released. Why is that? Everyone that has VIP has been waiting for the item to come out. Is there like an admin that gave up on the project for that month? What's the deal? It's a very vague kind of thread, but I'm just curious.

They don't release VIP every month, I believe it is every season.
