There's any forums complaint link? So i can Post a complaint on someone if he break the game rules?

What game rules? In-game? if so, then you should probably report them in game.

Often if you go into the Era discord, you will see the names of various staff members saying stuff in there. So what you could do is tap on their image next to their user, and then send them a message.
