No, it's not. It'll occasionally dip into 12.5 or 13 based on what effects you have.
Because all guns received a damage buff to kill in one less shot some time ago. Which means BAR damage and other 9, 10 and 11 dmg guns got buffed to 11.5 (+ 1 perfect), which means 12.5 dmg = 4 shots to kill. I have no clue where did you get the +1 dmg from lmao
