I know I'm late for this post, but I prefer waiting some weeks after the nerfs instead of starting to arguing a day after.
My concern here is the Ion Carbine, since it got a drastic change since the last patch, making it not as good as before. And I'm not saying that the Ion Carbine should be as overpowered as before, but it feels that it doesn't have a lot of chances against spread guns and the clip is too low for its firerate.
Here is a comparison from the statistics of the gun before the nerf and after, so it can be more clear how drastic the change was:

As I said before, this gun doesn't have a big chance against spread guns, because the spread of the Ion Carbine is too low (0.01 is almost nothing). Another thing is that the clip reduction is pointless, since it has the average reload speed and a very low clip size, making the opponent have a lot of chances to rush while you're reloading.
Before the patch, it would take 5 seconds to empty the clip if you were shooting continuously, and a time of 0.2 seconds to shoot again. But now, it only takes 2.9 seconds to empty the clip and a time of 0.3 seconds to shoot again.
Another thing I noticed is how a portion of the guns that gets a nerf also are slightly buffed in any stat, I'll post some examples here:
I think that we could do the same to the Ion Carbine, just like BitzSam had stated before.
The freeze rate reduction has never been implemented into the gun, and the quote had been taken from a post that was made for already 2 months ago.
So here are my proposals to the gun:

It would still be a nerf compared to the old version of the Ion Carbine, but having a clip of 17 would make the Ion Carbine a gun that would empty its clip in 4.9 seconds, similar to the old Ion Carbine. For compensating the clip size increase, a slower reload was made, going from 0.3 (the average reload time of every spar gun) to 0.475.

Having a freeze reduction would compensate the huge nerf it got, and would keep the statement that BitzSam said before (since he said that he would lower the Ion Carbine freeze).
Those two changes would make the Ion Carbine a more balanced gun, not as good as before, but would be a competence against spread users and rushers. Maybe for having this stats, it could be implemented for some days to test how it works. Please consider that the Ion Carbine is a gun that cost event coins, not everyone can get easily.

Gun skins don't have their own unique stats, they are probably just better at tap firing it so it looks faster than what you can do.
Gun skins also have custom ganis which might play the fire animation faster making it 'look' faster but it's actually the same speed
did m4a3 not get changed my m4a3's clip is still 16
I never said I was going to buff the freeze, I was saying the freeze would be lower in comparison to the gm4 -which it is- as the gm4 is 0.145 freeze whilst the ion is 0.14 freeze.
The ion was given a 10 clip because so many people complained about it being slow. It basically has the same firerate as the m4a3 with only a minor freeze difference, buffing it anymore just makes the difference between the m4a3 and the ion almost non existent.
The ion was intended as an event alternative for the gm4, not a reward gun. People didn't like when the firerate was 0.3 even with a 20 clip which was why it was increased and the clip reduced. The whole point of the nerf was to remove the spam, pointless to nerf the gm4 and leave the ion more or less the same as people would just use that instead and the issue would still be present.
Ion is unlikely to be buffed, it was either fast firerate with 10 clip or same firerate as gm4 with 20 clip and the majority of users wanted it to remain fast
