There is no fixed date. This isn't a contest.
It's an avenue that stays open for players to send in their graphics and have a shop set up.
Announcements are made upon a release of a new shop.
There is no limit to the number of graphics you wish to submit.
Hope this clears up some of your misconceptions. =]
