The problem with special items like that for gang rewards is because of the gang leader bias. Some people could get the reward because they are good friends with the leader even if they didn't base many hours. It already happens with gang hats and that's just a cosmetic you get at 2k.
A farier alternative would be a skin for the healing staff that works the same way as the gunskin however melee skins are something we don't want to get into as it is bad enough already with gun skin demands.
Well at least if their gonna be biased at least it'll be for something cooler than a hat

Or there can be a different reward like gang gas mask which will be in the gang hideout and non can own it in their hats inventory and it goes when u off tag and relog.
