Which is what the era government told the residents over the radio as propoganda, but just because they had been defeated, that didn't mean they were all dead. In fact, after their defeat, Kieran gained more members, as people were starting to see the corrupt side to the government. Kieran now had the biggest army of goons, and was ready to strike again.
