I know a guy in game that would also buy gralats to buy shovels to exchange for trochus but not many people can afford to do this.

Currently you can get 27500 gralats for $9.99 USD here in the US. If I would buy 10k shovels it would cost me 500,000 gralats. So I would need to buy 19 gralat packs which is about $190 and those shovels can be exchanged for 20k trochus. Just remember it takes a long time to click the plus sign on the shovels ten thousand times. It also takes a long time to exchange shovels for tro, most likely you will need to give a trader a good discount to get rid of them quickly.
