It is weird, I had the same problem with my head because it had a collar on it. But it is allowed because like 25% of the default heads have shoulder pads and such.

The head you showed is not illegal, but before we take actions, it is mandatory to speak with the admin who decided to refund your head for any reasons. We apologize for the inconvenience that this has caused.

Well if it was illegal I would refund it to one of those reasons, not sure if they're applicable but that's my theories:
1- the head may be GIF and the animation was illegal
2- the eyes are different colors in different frames changing the colors shouldn't be done by frames it should be done by animation, even that might not be allowed only blinking eyes or something similar I think.

Same thing happened to me 3 days ago my head was refunded my zero , however i got fully refunded 20k even though i had that head since 1year. I asked zero why was it refunded he said something about fire animation, which everyone has, and frankly i copied it from someone who still has his custom head.

This was the head that was refunded that I pulled straight from the logs. Stop lying to try to make staff look bad.
