Custom Uploads before 50 Hours

Shouldnt this rule be taken off. It would be annoying for many players. Exampleee

I told my friend about uploads.....
He dug for 5 days.......
He couldn't get the upload because he didn't have 50 hours :(

I believe it benefits new players and maybe even PRs somehow.

I want to upload for under 50 hours :/ :(
