a reward should be put in place for best gang of the day and best gang of the month (in terms of gang spar and basing) possibly a special hat for best gang of the day and maybe an item (untradeable) for best gang of the month

Gang spar needs to be updated. It has lots of potential. I guess the real problem is people would boost. But perhaps a monthly tournament.
Maybe a building where when your gang gets a certain amount of hours your gang can have a room in that building and have statues and stuff.
Make them a shop if they got 5k hours they got it and inside of the shop they a animated moving and walking and talking inside of the shop and show a replica that they useing for the base any base mafia,lethal,guerre,gangster zone,blockholst,pirate zone,neo zone.
Make gang alignment a thing again. I remember when gangs used to have a gangster or cop alignment overall. Maybe make acitivities or rewards based off of this.
Maybe allow players with a cop allignment to enter the Police station.
And Players with a gangster allignment to enter the Lucero House.
Perhaps baddies, south with cops and north gangsters?.
Suitable for roleplayers.
Umm btw gangsters usually can enter the police station too...

Ideas:
1 - Gas Mask and hats, there are never enough!!
2 - Gang Car which spawns from hideout. Gang member can go hideout take the car, once car is taken another one spawns straight away for another member. Cars need to be extra fast and hold 4+ members. Once you log off car disappears.
3 - Another Custom Gun would be nice
4- Custom Melee
5- Special custom heads to be allowed, for example - My head which was removed after using it for 4+ years
6 - Personal Spar arena and Treadmills for Hideout
7 - Extra Statues for Hideout and Subway
8 - Own gang shop named after gang to sell custom heads, body's and other items for supporters. Profits could go to gang members.
I free after 4K base hour ever 2k you gain you should add to your gang base and get another gang hat

How about the 25K reward is a special gun attachement for 10 people chose by the leader?
Perhaps for 40k. Tbh I think only gang rewards for lower hours then 15k should be given.
It sents a message to the 20k gangs it is time to pack their stuff and move on. Making room for newer gangs to grow and give a chance. LIKE 2 YEARS AGO IT WAS POSSIBLE Nowadays I don't see any real new basing gang growing....

Maybe make gangs with 1,000 hours or better have their very own little room in era say hug the fountain at bh (black holst) hug it it is a trophy room for people that have been loyal and the leader says put them inside or make money more such as 300-600$ depending on hours our when a gang reaches 1,000-1,500 each member receives a special privilege such as they on gang shield or logo or mini skin such as a bar in flames or replace the basing system with more ranks and spots such as instead of 25 members, 30-40 members #GraalOnline Era
More rewards at earlier basing hours, so that players are stimulated to get them. For example, rewards at 100, 500, and 1000 hours as well
Increase money reward for each base take-over?? (for each defending)
e.g. $2000+5% income for 20 mins, $4000+10% income for 40 mins, $6000+15% income for 60 mins (vice-versa)
forget the $1000+ reward for each takeover, it stings...
This may be a little off-topic but, why not for the top basing gang of the year, they get 15 ec per person in the gang

I don't understand why I need to give 10 old 2k hats & only 5 new hats.
5 2k hat's is the 2k reward, why do I need to give the same reward again when I have a new hat and most of the ranked people in my gang are from the beginning.
5 of the 7 (an additional hat was given at 7k) who have the 2k hat are still in the gang , are they suppose to get the 10k hat by default because I cant give them the same hat again?, even when my other ranks are just as deserving? its not fair to make us have to choose when most contribute pretty equally... it is 10,000 hours afterall.
15 new hats to give at 10,000 hours is not too much to ask at all.
