Restrict Ganstar Activity in Countryside

Lol this whole idea is illogical and farfetched. Guarantee you when countryside is out, most of us "mobsters" wont have any interest in stepping foot in countryside very often unless theres bases we want or not. It all depends on what it has to offer.
