As I have said the fort is a solid idea, gangpoints being awarded to both the top gangs who have the much harder competition and new gangs who can take 1 out of the 10 bases with much less effort is where it goes wrong.

In terms of retaking a base yes, but the 'peace' alliance between the top gangs ensure they don't have to worry about any significant gang posing a threat against them. This is what has existed for the past however many years, and why it's even possible for gangs with less than 8 online members to be holding 2 bases at once.

The gang point rewards are not rewards that you have complete free reign over like gang hats/ melees/ gunskin where you can make it look however you want. Yes a big gang eg obsidian can make a new tag to take 1/10 bases, and yes that sub tag can earn the gang point rewards. But there are specific requirements involved in the rewards that prevent you from just making a subtag, making the rewards themed towards the main tag above 10k hours and just use it as that.
For example, one idea for a gang point rewards is a gang banner. Which would be an item that can be held/ placed down which would show off your gang with the gang name/ some effect so it stood out. Which could be used by gangs when trying to recruit members.
Not going to have the same effect for an obsidian member to base on a shrekt tag, earn gang points in the under 10k hour category and then get a banner advertising shrekt when it's the obsidian tag you care about
I did answer your question? The gang point rewards are cosmetic based. They aren't going to be significant rewards like gun skins/ gang melees. The rewards will be something that represents/ reflects the gang that earnt those rewards. If you make a sub tag and get those rewards, they will be irrelevant to your main tag.
You're not understanding that there will be increased competition in the under 10k hour bases due to the larger influx of participating gangs, that is currently lacking. You won't be earning hours at the same rate as you currently are able to, and there is a chance that new gangs will appear, that are actually better than you that just haven't bothered participating because of the current way basing works.
If you can maintain your base in the 10k+ area, and also manage a separate gang basing in the under 10k hour bases purely for the gang point rewards then go for it. Just don't be expecting to be able to make your gang point rewards look the same as your reward would if you had earnt it on the obsidian tag

Gang point rewards are not going to be something as significant as gang melee (that there is an appeal to having multiple of) where a gang would rather make a new gang to earn the gang points rather than continue basing beyond 10k hours for the substantial gang rewards.
What you are arguing about is such a minor thing. You don't even know what the gang point rewards are as they have just been ideas so far, nothing conclusive.
The gang point rewards are just going to be small rewards that contribute to increasing the reputation of a gang (such as the gang banner I said earlier) through the gangs image, so that the increased reputation could lead to more players wanting to join the gang.
Same concept as with gangs like COG soldiers which were a unique and popular gang due to their gangs theme where members all would wear body customs made for the gang so the members stood out as being part of that gang which was part of the appeal, and why a lot of people wanted to join it back when it was around
Referring to the gang point reward themselves. We know what we want them to be (as in items that contribute to a gangs theme) we just don't know exactly what they will look like (as in items specifically like gang banner/ gang furniture. Etc those are just ideas being thrown around).
