I think the solution to this would be to add an advertisement area where players can rent an advertisement table or room for like 100 gralats put their items in it and they get to keep the table for 30 minuets or so. or have trade tables that you could buy as furniture to put in your house. a kick function would be heavily abused and nobody would be happy with it. a pay to kick function would probably be more heavily abused by people just trying to be annoying and make the other person pay to kick them.
Mun would kick everyone :P

maybe you should have a quest to earn trade license to be able to grab the tables, it shouldn't have 5 million beggers hoping for charity, some challenging quest to unlock trading license would be nice.
