I don't think it's illegal, even if it's staff head/body, because she ifiles it, and put it on her site and she didn't upload it to the game, if she tries, the PRs or the ones checking the uploads, can directly deny it.

Using other people's hardwork and sweat into something stolen by you.

What if there was a way too remove all the customs from her site with out being and admin of the site? Hmm lets just say I have a few tricks up my sleeve

We can't really do anything about it but simply advise you
to delete all the staff heads there :)
IFiling is still considered as altering Graal files, which can be easily
debatable about if it's legal or not.
