Dam that sucks, but I'm pretty sure you can still receive the rewards.

As Pinehoney said a 2nd gang admin is not required. You'd just have one of them not doing anything anyway. The gang hideouts are done by a LAT, ICE should be free to do it when he is back online

I seen MagicW on Gang Admin tag, looks like the rewards will be coming faster.
