I recommend MS Paint. ;D It's what I use, one of the simplest programs there is. :p

I'm using Aseprite right now and it's really good for these little things.
I can hook you up with an installer as I've already bought it.

I personally use Pyxel Edit - there is also a free version. The full version doesn't cost that much though.

I use paint.net all the way :P
