Well, a PR needs to be promoted to PRA, best qualified and most experienced should be picked, and it should be picked rather than later imo. Promotions occur in real life as well, so it's not something unusual. Most experienced and best qualified EZ PZ

Believe it or not, not everybody would say "Yes". So much responsibility and commitment is required in being a Player Relations Admin, you can't just go ignore your duty and pull a Ser. The time and effort you'd have to put in fulfilling your duties as a PRA > that for a PR.
