I assume it could go anywhere you want but generally near bases is chosen for raiding purposes.

It cant, we never approved of the subway u see near our hideout, it just showed up out of nowhere. So we requested a subway that we actually designed

Can a hideout have a practice spar arena?

Question one answer: it really just depends there's no specification that ik of.
Question two answer: no we tried and it's not allowed because people won't attend public practice spars or something like that.

So are there rules about 2 hideouts being close or no? Because I would really like to have my hideout in that 1 place but another hideout is like 5 seconds walking away from that place. Even closer than ifreeze and ebi hideouts are.
