You can get an NPC by doing or contributing something to Era, like a shop, an item, or anything nice. You can also get one when you are a staff member.
Ow...then a npc of me aibt gona happend ;-:
Maybe you're close to some graphics designer,he/she might call you over to grab a statue in his/her shop.
You can get it if you're acknowledged for your contributions to era or You are well-known in a certain thing(eg.Goblin-Spar-Npc at spar complex)
Actually the possibilities are not as low as you think,Even if you aren't an admin you can still stand a chance to get an npc if you work hard for it.

Players get their NPC's sometimes by achieving certain goals before anyone else in era. For example: RecurveZ' NPC is located in the Complex building. He got this from being the first player to reach 100k wins in spar.
for the 20,000 hours part, I think someone already has more than that, yet they don't have an NPC.
There's other ways to earn your NPC.
Helping the server development, even if you arn't staff. However, this isn't always true. You won't always be asked if you'd like an NPC.

It doesn't matter how long you Afk for, it's what you've done to era that makes you being acknowledged by people.

Every NPC in game has done something to show they are worthy.
