4k basing hours rules

Hi, I got confused with all the 4k hours business and would like to know the actual rules and abilities when your gang reaches 4k. Some gangs like sK have leader's statue in their hideout and some don't. Some gangs like Obsidian have 3-4 gang hats and gang like Ebi which has twice more hours than Obs has only 1 gang hat. Weezy told me that when we reach 4k we are allowed to have a 2nd gang hat. All that together confused me so I would really like to know the actual rules.

So here are the basic questions I would like to find an answer on:
Are gangs allowed to have 2nd gang hat on 4k?
Are gang leaders get a statue in their hideout?
Can the gang hats that are located in the hideout secret room be permanent? (According to weezy yes o.o)
How many levels are we allowed to have in the hideout?
How many player statues are we allowed to have?
This one doesn't do anything to 4k but can the gang hat protect from gas if its made as a gas mask?

3:idk any more some gangs have 6 perm hats and others don't.

5:as many as you'd like as far as ik

iFreeze almost got 6k hours and gang house isn't out lazy admins...

I was wondering about this too. The rules seem to keep changing.

4. Ganghats available to anybody in your gang through the secret room aren't permanent. Once you edit your look you'll need to grab the hat again.

I wasn't asking about that lol my question was if we can have a second gang hat that will stay perm in our inventory.

Rules are not changing and have not changed since May 27th 2012. Inside the guide in game (menu > guide button) is a section on gang rewards. It states that a gang with 4000 hours get a gang base (5 rooms) with a 'grab hat'.

Previously, before May 27th 2012 a few gangs (GEGS or GETS (always get confused between the two) and Obsidian) ended up with another set of hats (which I assume was at 4000 gang base hours), however since said date this hasn't happened with other gangs.

The iFreeze hang out was finished today. I apologies for the delay.

There are also two new rewards coming to the gang rewards-

At 10,000 gang base hours a new hat (if a gang doesn't already have two hats) get to give out 10 new hats. (Can either be a new hat, or one of the existing hats the gang has). However, if the gang already has two hats (as said above, Obsidian and GEGS or GETS) they will have give out the existing 2nd hat. Since 6 are already out, only 4 members will get this.

At 15,000 hours a gang will have their own gun skin. If the majority of the gang use M4 (the gun choice is based on the leader, which I assume they would go with the gun that their gang use the most) can have their own gun gang skin. (It will be a gun with their name on basically, and yes the players before buying it will need to already own that gun)

What about the big rock statue? Sk hideout has one and other don't.

If the gang has a train station (two remain, iFreeze will be the next to get one, then there is one more) they get a statue

Only 1 left :O but wait, did grim reapers and obsidian get their subways?

Last question, the npc's in sk hideout are crying and say "betrayer" or something. Are they doing that automatically if the npc owners leave gang?

Since all these new hideout receive a lot of extra things such as npcs for members and a mining area in the iFreeze one, don't you think it's about time the Ebizou one got upgraded. It seems unfair that because we got ours first we miss out on all the extra features that have been added since.

As far as ik these things could've been put in your hideout at the time if it was requested (if I'm wrong sorry) and your hideout does have npcs of members just not very many.

We have a statue and 1 or 2 npcs. We didn't really receive anything we had requested and it was kept to the minimal for what we actually got.

You also have to realize that we put a lot of thought into the hideout. Most of our ideas were shot down as well but we did all of the gfx for the hideout and had a design of how the hideout should look. We went above and beyond what other gangs did for their hideout. I'm pretty sure you guys did not put as much extra stuff into your hideouts because you didn't give the staff the items or ideas for it. I believe the ldr is responsible for organizing the hideout, and if they want it unique they should have worked with the staff assigned to your hideout better.

To clear up all confusion we did not just tell snk make us a hideout, and he magically came up with what you see today. I was involved with every detail of the hideout which is why it took so long to come out when we started working on it.

From what I remember, we were very limited on the things that we could add into it. We had a lot of ideas and a clear view of what we wanted but we did not receive anywhere near as much stuff as everyone else has got since.

a few private office type rooms;
a small training spar area (doesn't affect stats)
There were some others things but they have been lost in my memory somewhere.

We are not asking for a complete overhaul of our hideout but more of an upgrade. A hall of fame sort of thing would be nice since all the other ones have it and also a small training area such as a training spar place.

You cant have a small spar place because they don't want to oversaturate spar areas because there will be so many it will be hard to find people to fight. So that will nvr be allowed.
I don't see anyone with small private rooms except the gang only room that ebi's hideout has as well.

That is the biggest problem in designing hideouts, is the number of limitations it has.
The one answer I kept getting was "This is a hideout not a playground" so you have to keep that in mind.
I understand that now that other hideouts have come out and have shown more...spizazz you could say that you are wondering why you don't have tht. I am not sure if you were around when your hideout was made but Im sure if you guys gave some reasonable ideas they would have implemented.

Things like hall of fames were thought of by the gang that first asked for it not suggested by staff. I just liked the idea and asked for it lol.

It wouldn't act as another spar area as it wouldn't increase wins/losses.
They were just some ideas but it really does look like the hideout ideas being allowed have become more generous with more stuff being allowed for later gangs, sort of feels like we are being penalised for getting there first.

Only reason ik about the spar area is because I asked for it and was shot down lol. Honestly they haven't gotten generous at all, Although they don't have specific guideline on what can be in the hideout and what cant, I do see a pattern. It can't be anything that would be unfair to other gangs, You have your typical gang only room with ganghat inside, then a bar/dance room, then a room to showoff your members, then if gangs have an extra idea that passes the unnecessary/unfair rule you can add it in. Our gang hideout is just like any others except we did a lot more with it in terms of gfx and developing.

I see what you are saying about the amount of rooms although we only have the hat and bar room, no member room or extra room that would be fair. We would probably be able to do some gfx/developing with it since we have some members like kuro who is good with that sort of thing.

Don't you have the extra equip slots room as well with the meditation thing. Plus the thing they said no to us that they gave you guys is a building. Everyone else has a secret entrance that isn't obvious. So I guess that's your perks for being first to 4k. :)

I forgot about the slots room, although that isn't of any value to us really. We can't even just walk in as we need to sit for like 5 mins or something.

Also the building is more of a wall that was there a long time ago with a little entrance to it.

Do gangs get to choose where to place their hideout?

Ebi and iFreeze are both very close to gz.
