It most likely won't be accepted, it has too many frames.

I don't think having lots of animation matters as long as you don't violate any upload rules.

Just like my head, it has 30+ frames and it still got accepted nonetheless.

The head will not be accepted. First off, it has way too many frames. Try to keep it below 150, please.
Also, the head is entirely animated. The only part of heads that are allowed to be animated are the eyes.

it actually is exactly 15 frames, its just every frame has a different timing to change
normal head - 15 seconds - 15000ms
eyes closing (3 frames) - 0.1 seconds - 100ms
changing to white eyes:
face becomes gray with yellow hair - 0.1 seconds - 100ms
face becomes nearly black with red hair - 2 seconds - 2000ms
face changing back to normal:
face becomes white with gray hair - 0.1 seconds - 100ms
face becomes gray with yellow hair - 0.1 seconds - 100ms
face becomes white with gray hair - 0.1 seconds - 100ms
face becomes normal - 0.1 seconds - 100ms

then back to the normal head for 15 seconds

anyways I know it isn't legal cuz full face animation, I tried.

Then just remove the last part of the animation and keep the part with the eyes. You'll be fine then =)

So It's all good, except that I have to remove the part where it's changing back to normal? Am I allowed to keep a different animation that not flashy?

mouth? I saw many ppl with mouth animations

It still changes color which isn't allowed. And I guess mouth animations aren't allowed either, even though I've seen plenty players with them. Staff just said to report those with illegal animations as they should've never been allowed in the first place.

Hence why I'm never uploading a custom again. I like other animations besides the eyes, and if I can't have them there's no point xP

It flashes so it's most likely not gonna get accepted. One time I uploaded a flashing head and it got accepted but then jeni had to delete it because she noticed the flashing. Maybe it will get accepted then one day get refunded and it's not wasting your money btw you could always try it on for a hour or so and have fun then delete. I upload a Ariana grande head and body because I wanted to have fun with it and stuff then I deleted it before 2 hours was up I like trying customs on then deletingc:
