He's the one who's suppose to tell us about it, not you. So there's no actual evidence of him not having the ability to trade the item.
Tell him to make a thread at Letter to the Staff section

Layerd has changed the scripting of space staff to non-tradeable. Snk was contacted and should be tradeable soon.
