It shouldn't be normal for a single gang to hold that many bases. Recently Imperium has held 5 bases. The reason for that is other gangs and smaller gangs have no incentive to base anymore.
Fix this! Bring back the demand for basing!
This is coming from a guy that doesn't care about basing so don't point fingers at me, I just care about the game itself.

I don't think any improvements to the basing system will happen, since these gangs that take 2-3 bases are composed of rich members who pay the game owner a lot through auctions and etc. No reason to change if it's profitable for Unixmad. This is capitalism people.
You realize the reason Imperium has this many bases is because they're rushing 15k right? (Rushing meaning when gang leaders ask other base holders to let them borrow their base to reach a milestone faster). It has nothing to do with people not having 'incentive' to base
