Any in-game purchaseable hous templates?

I was wondering if there's any and where could I find/buy those aside from the given 'free' templates (after purchasing a house pack of course).

And can custom houses be created too?

There are currently 2 places, to my knowledge, where you can purchase templates: practice spar in complex, the HW island between the bridge and holiday shop.
You can not create custom houses but you can place furniture however you please.

If you want outside template you should go to the secret shop. It has 2 cool house templates.
