Is My Shield i made is BROKEN?

Attachment 32743 This shield. Somethings wrong in my shield i cannot find out.
Hello i really need HELP with my shield i made for my friends in our Gang, but it keep getting Disapproved, (2nd time actually)
It says the frame is in wrong position but i see no wrong in frames as im the one who made it. But if there was actually please tell me, im new at making stuffs like heads and shields actually, but if you can jelp me fix these and get approved i will pay the last i had 120peals

EDIT: ALSO I MADE THE GLOWING THING TRANSPARENT AND SAVED IT THEN I SAW IN MY GALLERIES I DONT SEE IT KINDA TRANSPARENT. sorry caps just disappointed took me hours for it :(

not sure why it would be disapproved for that reason - could have been an accident
But whats illegal about that shield is that it appears as a hat which is against our upload rules. You can't upload shields that appear as a hat ingame.

Try saving it as .mng for keeping both the transparency and animation.
