I don't think they accept weapons, but it wouldn't hurt to submit items.
There hasn't been an "official" contest announced yet. If you have items you'd like feedback on the best place would be on Storm's progress thread, she checks it in a decent time frame usually. If she likes it enough she may use it on game, it isn't unheard of.
