When I was a noob I bribed a guy to let me boost kills off him so that I could become a cop.
It does not have to be that crazy just some effect that would make people consider just dying and respawning instead of running into another room and healing.

Today I was basing with my gang when another gang attacked us. Every time we got their health low they would run off and come back completely healed. I am not sure how widespread of a problem this is...
That's strange. I've never seen NBK take a base with less than 10 people.
If someone is accidentally kicked your recruit them back and give them their powers again.
That solution would also make kicking ranked slackers too hard.
Food for healing, heart bombs and staffs are enough. If healing was made easy bases would be impossible to take.
Don't trust the wrong people with kick powers. Problem solved.
It is if your Ebizou Base and you get all your hours at night.
