Uploading a head with hat

In regards to the policy about not uploading heads with hats on them... How would one go about uploading a hat instead?
I'm in the Army and I felt it would be nice to make an Army ASU uniform on the game but in order to recreate my uniform I need to be able to make a Personal Cap because Soldiers can't wear the uniform without the hat.

Well it used to be where you could contact Layerd (I think that's who it was) through email and submit hats. But a lot has changed with the player hat shop. Now it says to contact CZM or Roy for more information about hat submissions. I know Storm does a monthly hat competition type deal on forums.

Other than that try to contact Roy or CZM, or just wait until someone more knowledgeable reads this thread XP

There are already some army hats in the game, one beret currently the player hat shop, another three in Lokki's hat shop, and another i'm sure in Darkknight's. But yeah, what Mystic said.
