I think it's a bug because I doubt they'd purposely give us a pogo that doesn't bounce while moving.

it happened here too, when i was driving , i hit the money. and he said something giving to me. i saw the pogo and tried to move, but it didn't work. i tried to ask others , but still couldn't find the answer.
