You can check the news and updates section for applications. That's where they'll be posted when they're open. Also, a word of advice, the applications change from time to time, so I wouldn't have an application already ready to be sent. It's okay to have one as a guideline, but if you just send it as soon as applications open, you might miss a question or two, harming your chances of being selected.
