Why to add a thing if will not help in nothing?
The librarian staff is fine as it is
I like the concept, maybe something else and not so general an add on other staves have.
Maybe an attachment for some status effects to yourself such as rage or speed for five seconds. Instead if raising the base value make the attachments cost EC as well.
