No because the bamboo spin does something

The bamboo spin doesn't do anything. The bamboo just blocks bullets.

But librarian is fine as it is.

lets say if you have 35 ec and you wanted to buy a bamboo but found out you can get a cheaper staff that 1 damage more and it has spin but won't do anything, would you still buy bamboo staff?

Bamboo has been overpriced ever since the blocking got nerfed. It's not the fact that the librarian is OP, it's the fact that bamboo is underpowered.
