The personal shield is almost the same as the public shield. The only difference is that you're the only person who can wear it, public shields can be worn by everyone. Moreover, you can delete/refund personal shields, public shields cannot be deleted. Mostly any photo editing software can do moving images"gif" photoshop and gimp are examples

Make them move? I suggest watching a few YouTube videos, they'll help you a lot. GIF-images are simple.
