Are there specific places that the NPCs of the HnS events spawn in? If so, please tell me where.

I think i saw one once behind the 2014 sign near the shell shop but they apear in random places everytime i think

Doesn't seem very random to me anymore. Then again, it wouldn't be so fun for it to spawn in start park.
