You do not get an achievement for buying the same hat as Vendhin's NPC. You probably got the "buy 25 hats" achievement.

Where is the shop
The shop can be found to the right of the Lock N Load gun shop.

1. Select the Magic Wand tool
2. Click anywhere on the background.
3. Press Delete.
