Yeah I heard this too. Most of the money is not put to good use. But to be honest the whole idea is pretty stupid, how does pouring water on oneself help anyone? There are people in Africa who would love to have water to drink while people elsewhere are just pouring it on their heads.

Then watering a lawn is a waste of water, a shower is a waste of water, a dish washer is a waste of water, pools are a waste of water, everything is a waste of water. Those things waste way more water than a simple bucket.
