Dividing 2000/365 = 5.479 hours, in other words, roughly 5.5 hours per day.
Now, there shouldn't be only one leader in a successful gang. Let's assume there are 6 leaders in a gang (leader + 5 gang hats to be earned).
Dividing again 5.5 hours/6 leaders = 0.92 hours ≈ 66 minutes per day per leader, also assuming each leader bases at different times. This isn't hard if gangs arrange timeslots. Like there can be leaders all from different countries such that they only lead during their night (i.e. European leaders get one shift, US gets a different one).
Having 6 leaders is best case scenario, even with 3 leaders each person is only responsible for 132 minutes, a little over 2 hours a day
Yes there's life outside of iEra, but getting gang hours is a collective effort. It should take long because the prizes are very special and gives a large sense of accomplishment when you get one. Throwing them out at 500 hours or something really low would give gang hats and the other prizes no meaning at all.
