For those who didn't know--
The snow resort consists of 'snow mittens' (500 gralats). This allows you to create snowballs, and there is a special button which when pressed, should drop a snow ball. You can slide the snow balls using the touch screen, and it'll slowly get bigger (only works on snow). Once it reaches a certain size, you have to recreate another 2 to make a snowman. After making 3 snowball sizes nearby each other, you will create a snowman and it should spawn some baddies. You can collect hats from them! It's kinda rare to get a hat, so don't get your hopes up every time.

I think the drops (hats and Cc katana) were disabled since I've made about 50 snowmen and killed them and haven't gotten anything from and I barely have any of the hats.
That or my luck is terrible.

Yeah it could be your luck,But it's only natural since the drop rate is pretty low
