Custom hats?

If we had a custom hat we could get the 2012 hats which would be pointless

Since we can upload bodies , heads , shields , personal shields ,status codes(shield)

Why can't we make out own hat and upload it to match the head or body , of course there will be rules like

Hats shouldn't cover the whole head as a mask , hats shouldn't be gif , hats shouldn't copy another hat from a shop , hats shouldn't be as same as admin hats

Hats are for personal use only , we can't share / sell / give them to anyone

We can use a basic hat template ,
Hats will cost around 15-20k

BUT: this custom hate update will make gang hats pointless

So why not have the gang hats GIF?

It will make them unique and cannot be copied because normal custom hats can't be GIF
