Paint.net is a good program to design/create stuff using pixels.
There is also another one call Gimp, but overall Paint.net is still an easier program to use.

You'll need to save the template by right-clicking>save image as>rename it>save.
You'll then need to open up a new file on Paint and then find the gun template.
