What is the blue red and green bar under our character?

It designates faction

Red:Gangster

Blue:Cop

Green: Nuetral

This changes your names color and is completely aesthetic giving you a gangstar hat "red" or cop hat "blue. This can be changed depending who you kill. If you kill someone who is a gangster it goes toward blue and the same for killing a cop it goes toward red. Middle being nuetral.

I think he was referring to the bars underneath the avatars here on the forums Ventus. If so, the blue bar tells you what level you are on (e.g. Level 1), your level is determined by your posts, referrals, attachments uploaded, etc. The orange/red bar tells you how far off you are from getting to the next level, and the green bar tells you how active you've been on the forums. You can see specific details regarding these bars by going to your profile and clicking the experience tab.
