The rules stated if you're uploading something that covers the face is not acceptable.
Bandanas just cover the top part and nothing else on your face. It's not like the game sells bandanas for a living.

If the bandana is under your hair, the chance of it to be accepted will increase.

If the bandana is above your head, probably they consider it as a 'Hat'
