Not all admins wear their tags, every time I log on, there are always 3 or more on.

That's irresponsibility. If they don't wear their tag they don't want players to find them, therefore they don't want to answer questions.

Not really, PR's do their job regardless, even with their tag off.
We don't have enough, we're in the process of hiring more. It may take time.
