Well for Iphone use Art Studio. I suggest making "pixel art" on Pc its way quicker and simpler. If you do happen to have a pc download Paint.net for your typical recolors, shading, banding, and etc,. but for Gif effect download Gimp

I use ProCreate on my iPad.Unfortunately,it costs much more than Artstudio and you have to install a brush for it. ArtStudio as well as Procreate is suitable for customs because you can save them as ".png" which graal only allows. So doing pixel art on your PC is highly recommended as most of the programs are completely free like, GIMP & Paint.net.
