Wine should be sold in 24\7 Market or Gangster Shop. Makes you drunk for 30 seconds, yet gives you a little "wahoo" in your body. Therefore, you can run just a little bit faster. Admins/Player will know they are drunk when they see bubbles floating around him. This wine can only be used every minute, just so players can't repeat this item and walk very quickly.
