It's simply changing of graphics. The item does not show on other player's screen. If it did, the original item the owner "modded" would apply to everyone. It'd be a change for every player with the original item.

Yeah, with iFile there's absolutely no way someone could "mod" an item so that it appears differently for everyone. iFile is always client side, that means everything you change will only change on your screen.
My bet is that this player is trolling you.
